Many people were shocked. No one was shocked, however, that there are homeless people wandering around, hungry with no place to sleep except the usual - under the bridge locations. Many of these homeless people are mentally ill and were let out of institutions to become homeless.
The couple having sex in public, may very well have thought they were in a motel room in downtown Cincinnati.
When is Cincinnati going to help the homeless get off the streets and have sex in a bed?
